At the meeting of the Sebastian County Library on Thursday Oct. 5 it was announced that the long range plan will be presented to the board by Dr. David Price on Oct. 19 at the Means Wilkinson Community room.
The Sebastian County Quorum Court earmarked $600,000 over ten years ago to go toward the construction of a new library once plans were presented to them. Since that time the funds have remained waiting for the needs assessment to be presented. The study which began in 2010 by Price was delayed due to an illness.
The study will give the board the roadmap they need to proceed with any future plans to seek a millage increase or undertake the task of building a new library.
The current library has sat at 18 Adair Street in Greenwood since 1966. The library cannot expand at its current location because it is landlocked and the building itself is has not been updated in over 52 years and appears to be frozen in time as the town has grown up around it.
The building is 5,780 square feet and can become quite cramped during special events such as the library’s summer reading program and is not ADA compliant. There is no handicapped access to the building, bathrooms or the second floor.
Sebastian County Judge, David Hudson, stated that a possible location for a future library could be in the parking lot east of the Sebastian County Courthouse, which is in a floodplain. “You can build in floodplains,” the report states. “This parking lot site provides adequate space to build a library. The constraints put upon building in a floodplain vary from municipality to municipality. Some require you to be one foot above with your finished floor which is pretty common. Some require that you fill or do drainage impact statements and then possibly require dirt work. Other standards require retention ponds or impoundments. The specific Greenwood requirements for construction on that site have not been obtained at this time.”
